In 2021, the National Council for Urban and Rural Development (Conadur), through the Regulations for the Distribution and Administration of Financial Resources of the Departmental Development Councils (Codedes), included Comprehensive Support Centers for Women Survivors of Violence (Caimus) as eligible projects. In Resolution Point No. 10-2021, Article 7, it was resolved to maintain infrastructure projects related to the Caimus within the eligibility criteria.

Derived from Decree Number 54-2022, the General Budget Law of Income and Expenditures of the State for Fiscal Year Two Thousand Twenty-Three, Article 128, Mingob is authorized to make quarterly budget adjustments through current transfers to allocate Q25,980,000.00 to support the operation of the Caimus and the comprehensive care of women survivors of violence. Associations benefiting from these resources must be legally constituted and comply with current regulations. To this end, Mingob annually issues internal regulations governing the procedure for transferring funds to women's organizations. In 2023, Mingob approved Ministerial Agreement 139-2023 to regulate the procedure for the delivery, execution, and settlement of the allocated funds for the operation of the Caimus for that year. Agreements were signed with 6 women's organizations for the transfer of the budgetary contribution. Throughout 2023, Mingob undertook institutional efforts to address requests for endorsements related to Caimus projects to support proposals for the creation of Centers in the municipalities of Raxruha, Alta Verapaz; Río Hondo, Zacapa; Jutiapa, Jutiapa; El Estor and Morales, Izabal.

En 2021, el Consejo Nacional de Desarrollo Urbano y Rural (Conadur) por medio del Normativo para la Distribución y Administración de los Recursos Financieros de los Consejos Departamentales de Desarrollo (Codedes), incorporó dentro de los proyectos elegibles a los Caimus. En el Punto Resolutivo No. 10-2021, artículo 7, se resuelve mantener dentro de los criterios de elegibilidad a los proyectos de infraestructura relacionados con los Centros de Apoyo Integral para Mujeres Sobrevivientes de Violencia - Caimus.

Derivado del Decreto Número 54-2022, Ley Del Presupuesto General de Ingresos y Egresos del Estado para el Ejercicio Fiscal Dos Mil Veintitrés , artículo 128, el Mingob tiene la facultad de realizar ajustes presupuestarios trimestrales a través de transferencias corrientes, para asignar un monto de Q25,980,000.00 a favor del funcionamiento de los Caimus, con el fin de apoyar la atención integral de mujeres sobrevivientes de violencia. Las asociaciones beneficiadas con estos recursos deben estar legalmente constituidas y cumplir con las normativas vigentes. En ese sentido, el Mingob emite anualmente normativa interna para regular el procedimiento de traslado de fondos a las organizaciones de mujeres. En 2023, el Mingob aprobó el Acuerdo Ministerial 139-2023 para regular el procedimiento de entrega, ejecución y liquidación del monto otorgado a favor del funcionamiento de los Caimus para ese año. Se suscribieron convenios con 6 organizaciones de mujeres para la transferencia del aporte presupuestario. Durante el 2023, el Mingob realizó gestiones institucionales para atender las solicitudes de avales correspondientes a la tipología de proyectos de Caimus, para respaldar las propuestas de creación de Centros en los municipios de Raxruha, Alta Verapaz; Río Hondo, Zacapa, Jutiapa, Jutiapa; El Estor y Morales, Izabal.
